The tradition of afternoon tea was supposedly started by the 7th Duchess of Bedford, Anna. She thought it would be a good idea to have something to ward off the hunger between lunch and supper. of course, this was also the perfect time of day to indulge in that famous, earlier invention of the Earl of Sandwich..!
